The 12 active solicitations are where the clock is running: DCSA PS3, USSOCOM Titan Physical Security, the DHA USAISR logistics 8(a), the two Coast Guard requirements, DHS CRCL and Inspection Field, the DAF financial management cybersecurity BPA, the JCSE telecommunications trainers job, OSD Educational Support Services, the Space Force 50 CES engineering job, and the DOE Office of Science technical security buy. The 22 RFIs are shaping opportunities, far lower effort to respond to, and a real chance to move scope, NAICS, and set-aside before the formal solicitation drops. Three of them are explicitly undecided: the Coast Guard C-UUV brief hands respondents five candidate NAICS codes and asks industry to recommend one, the DOJ microscope maintenance notice floats three codes with wildly different size standards, and NNSA says plainly that it is still assessing whether Operations Program Support Services becomes an 8(a) or small business set-aside. The set-aside math is worth a second look. Of the 12 solicitations, three are 8(a), two are Women-Owned Small Business, two are 100% small business, four are full and open or unrestricted fair opportunity, and one leaves it unstated. There is not a single SDVOSB or HUBZone set-aside in the entire week. The two WOSB competitions, DHS CRCL and the Coast Guard COTP geospatial dataset job, are the narrowest eligible fields on the list, so certified firms holding the right OASIS+ pool should look there first. On the market research side, three RFIs already anticipate a small business set-aside, and anticipated set-asides only survive when enough capable small firms actually respond.
