Weekly Roundup

Federal Solicitation Roundup: 24 New Opportunities August 10 - August 16, 2026

August 17, 2026 · 10 min read

Twenty-four unique federal opportunities were processed in RFP Snapshot this week, August 10-16, 2026 - each read, structured, and condensed into a downloadable ~4-page Snapshot. Two things stand out. First, the deadlines are brutally short: the soonest closes one day after this post goes live, and 17 of the 24 close by August 26. Second, the vehicle concentration is the tightest we have logged in this series: 22 of the 24 ran through an OASIS+ pool, and exactly one opportunity on the list carries no vehicle gate at all.

The list below is ordered by response deadline, soonest first - because on this list the clock is the story. The CDC Data Hub market research notice (RFI1830502) is due August 18, and six separate opportunities stack up on August 26 alone. The marquee is NAVFAC Washington's Capital Execution Contract (CAP-EX): a full and open Navy engineering competition with no contract vehicle identified, which makes it the only item in the set you can chase without already holding OASIS+ or RS3. Jump to any item from the table, or open its full Snapshot for the scope, key personnel, evaluation approach, and dates in one place. New to RFP Snapshot? CDC Data Hub Operations, Technical, and Analytic Professional Services - RFI1830502

RFI U.S. Department of Health and Human Services (HHS - CDC)

Due Aug 18, 2026 · OASIS+ 8(a) Pool (SIN 20101) · NAICS 541611 - Admin & General Mgmt Consulting (size standard not stated) · No set-aside specified (market research, open to small and other-than-small)

Market research for operations, technical, and analytic professional services supporting the CDC Data Hub, routed through the OASIS+ 8(a) pool. This is the soonest close on the list by a full day, so public-health data and analytics firms holding Pool 20101 should get a capability statement in immediately rather than waiting for the formal solicitation. HQ CFC Advanced Capabilities Innovation, Integration & Resourcing Support II - RFI1830066

RFI U.S. General Services Administration (on behalf of the U.S. Space Force)

Due Aug 19, 2026 · OASIS+ SB, OASIS+ Unrestricted, GSA MAS · NAICS 541330 - Engineering Services (per MRAS survey options; size standard not stated) · No set-aside specified (open to small and other-than-small)

Market research for the second iteration of advanced capabilities innovation, integration, and resourcing support at Space Force HQ CFC, with three acquisition paths still on the table. When a survey leaves SB, Unrestricted, and MAS all open, the response volume by size category is what decides the lane, so respond and state your size clearly. Open the full Snapshot →

Office of Health Security Advisory and Assistance Services (A&AS) - RFI1829721

RFI U.S. Department of Homeland Security (DHS)

Due Aug 21, 2026 · OASIS+ Small Business · NAICS 541690 - Other Scientific & Technical Consulting; 541618 - Other Management Consulting also identified · No set-aside specified (open to small and other-than-small)

Market research for advisory and assistance services to the DHS Office of Health Security, one of three A&AS notices in this week's set. The survey floats two competing NAICS, so tell DHS which one actually fits the work you do rather than letting the code get picked around you. Open the full Snapshot →

Cybersecurity Support Services (CSS) Follow-On - HQ003426QE139

RFP U.S. Department of Defense

Due Aug 21, 2026 · OASIS+ 8(a) Pool 20101 · NAICS 541519 - Other Computer Related Services ($34.0M) · 100% 8(a) Small Business Set-Aside

A live 8(a) follow-on for cybersecurity support services at DoD, competed inside the OASIS+ 8(a) pool under the $34M IT services standard. Follow-ons favor the incumbent by default, so 8(a) cyber firms should be reading Section M for the discriminators that actually move the score, not writing generic capability prose. Open the full Snapshot →

PKB Telecommunications Trainers Service, JCSE - FA481426Q0121

RFP U.S. Department of the Air Force

Due Aug 21, 2026 · OASIS+ Small Business · NAICS 541990 - All Other Professional, Scientific & Technical Services ($19.5M) · 100% Small Business Set-Aside

A small business RFP for telecommunications trainer services supporting the Joint Communications Support Element, competed on the OASIS+ SB side. Training-delivery firms with cleared instructors and a tactical comms background are the natural field here, and the August 21 close means staffing letters need to be in hand now. Special Air Mission Pilot Indoctrination Training - Market Research - RFI1830344

RFI U.S. General Services Administration (on behalf of the U.S. Air Force)

Due Aug 24, 2026 · OASIS+ Small Business (SIN 10216) · NAICS 611512 - Flight Training (per MRAS survey); 611430 - Professional & Management Development Training also identified · No set-aside specified (market research phase)

Market research for pilot indoctrination training supporting the Air Force Special Air Mission fleet, with the survey weighing flight training against management development training as the governing code. That NAICS choice decides the size standard and therefore the competitive field, so flight-training providers should answer the code question explicitly. Open the full Snapshot →

RS3 Business & Operations Mission Support - RS3-26-0030

RFP U.S. Department of the Army

Due Aug 24, 2026 · Responsive Strategic Sourcing for Services (RS3) · NAICS 541715 - R&D in Physical, Engineering & Life Sciences (1,000 employees) · 100% Small Business Set-Aside (RS3 clause H.3, U.S. small businesses only)

One of only two opportunities this week that did not run through OASIS+, this is a 100% small business task order competition on the Army's RS3 vehicle for business and operations mission support. RS3 clause H.3 restricts the field to U.S. small businesses holding the base contract, so if you are not on RS3 this is a teaming conversation, not a bid. Open the full Snapshot →

HQ USSPACECOM Consolidated Advisory and Assistance Services (UCAAS) III - RFI1830704

RFI Department of the Air Force / U.S. Space Force

Due Aug 25, 2026 · OASIS+ SB Pool 10107 · NAICS 541690 - Other Scientific & Technical Consulting (size standard not stated) · No set-aside specified (OASIS+ SB pool implies small business)

Market research for the third generation of consolidated A&AS support to U.S. Space Command headquarters, staged in the OASIS+ SB consulting pool. A III on the end of a program name means an established incumbent and a known scope, so the value of responding is intelligence about how the requirement is being resegmented, not a surprise. Open the full Snapshot →

DCSA EEO Complaint Management Professional Services - RFI1830069

RFI U.S. General Services Administration (on behalf of the Office of the Secretary of War / DCSA)

Due Aug 25, 2026 · OASIS+ SB; GSA Multiple Award Schedule (MAS) · NAICS 541611 - Admin & General Mgmt Consulting (per MRAS survey); 561611 also identified by respondents · No set-aside specified (RFI / market research only)

Market research for EEO complaint management services at the Defense Counterintelligence and Security Agency, run through GSA across both OASIS+ SB and MAS. Respondents have already pushed back on the NAICS by nominating 561611, which is exactly the kind of industry input that reshapes a requirement before it is solicited. Open the full Snapshot →

Advisory and Assistance Services, Minot AFB, ND - Market Research - RFI1829536

RFI U.S. General Services Administration (on behalf of the U.S. Air Force)

Due Aug 25, 2026 · OASIS+ Unrestricted (SIN 60205) · NAICS 541330 - Engineering Services (per MRAS survey; size standard not stated) · No set-aside specified (open to small and other-than-small)

Market research for advisory and assistance services at Minot AFB, one of three OASIS+ Unrestricted notices this week. Minot is a nuclear-mission installation with a thin local labor pool, so recruiting reach into North Dakota is a real discriminator and worth flagging in your response. Open the full Snapshot →

Human Capital Consulting and Operational Support Services - RFI1830064

RFI U.S. Department of State (DOS)

Due Aug 25, 2026 · OASIS+ SB Pool 10102; GSA MAS 738 X · NAICS 541612 - Human Resources Consulting Services (suggested in MRAS survey; size standard not stated) · No set-aside specified

Market research for human capital consulting and operational support at the State Department, spanning the OASIS+ SB human capital pool and MAS 738 X. HR consulting is one of the five domains OASIS+ Phase II added, so pool holders in 10102 should treat this as an early test of that new lane. Open the full Snapshot →

Rebalancing the Pacific: Survivability and Lethality Research, Assessments, and Analysis for PACAF - RFI1830490

RFI U.S. Air Force (AFMC) via GSA

Due Aug 26, 2026 · OASIS+ SB Pool 10101 · NAICS 541611 - Admin & General Mgmt Consulting (size standard not stated) · No set-aside specified (open to small and other-than-small)

Market research for survivability and lethality research, assessments, and analysis supporting Pacific Air Forces requirements, run by AFMC through GSA. The 541611 management consulting code on an operational analysis scope is a mismatch worth commenting on, and firms with INDOPACOM basing and wargaming experience should say so plainly. DTRA Arms Control Expertise and Training Support - HDTRA126R0022

RFP U.S. Department of Defense (Office of the Secretary of Defense)

Due Aug 26, 2026 · OASIS+ Unrestricted (Pool 60215) · NAICS 541990 - All Other Professional, Scientific & Technical Services ($19.5M) · Unrestricted (SF1449 Block 10; a WOSB flag appears elsewhere in the file, so confirm before you price)

A live unrestricted RFP for arms control expertise and training support at DTRA, one of the few genuinely specialized scopes in the set. Note the internal inconsistency: the SF1449 marks the buy unrestricted while a WOSB indicator shows up elsewhere in the documents, so submit a written question rather than assuming which one governs. Open the full Snapshot →

RFI U.S. Department of the Navy (via GSA)

Due Aug 26, 2026 · OASIS+ or GSA Multiple Award Schedule (MAS) · NAICS 541611 - Admin & General Mgmt Consulting; 541614 - Process, Physical Distribution & Logistics Consulting (size standards not specified) · No set-aside specified (market research phase)

Market research for submarine contract backlog management and post-award support at NAVSUP Weapon Systems Support, with both the vehicle and the NAICS still undecided. Post-award administration work rewards firms that can put credentialed contract specialists on site fast, so lead your response with staffing depth rather than tooling. Open the full Snapshot →

Protection Program Support: Mission Focused Cyber Hardening - RFI1829963

RFI U.S. General Services Administration (on behalf of the U.S. Marine Corps)

Due Aug 26, 2026 · OASIS+ 8(a) (SIN 20108) · NAICS 541990 - All Other Professional, Scientific & Technical Services (size standard not stated) · No set-aside specified (open to small and other-than-small)

An MRAS market research survey for mission focused cyber hardening under Marine Corps protection program support, staged in the OASIS+ 8(a) pool. Cyber work coded to 541990 rather than 541519 usually signals a program protection and systems security engineering scope, so pitch SSE and supply chain risk credentials, not SOC operations. Open the full Snapshot →

Logistics Support Services, USCG SFLC Small Boat Product Line - 70Z04026QSBPL0003

RFP U.S. Department of Homeland Security - United States Coast Guard

Due Aug 26, 2026 · OASIS+ 8(a) Small Business · NAICS 541614 - Process, Physical Distribution & Logistics Consulting ($20M) · 8(a) Small Business (OASIS+ 8(a) Pool)

A live 8(a) RFP for logistics support to the Coast Guard Surface Forces Logistics Center Small Boat Product Line, one of three 541614 logistics buys competing on August 26 and September 7. If you hold the OASIS+ 8(a) logistics pool you are looking at a cluster, so pick the one where your past performance is closest rather than splitting your bid team three ways. Open the full Snapshot →

FMS MQ-9B Qatar Training Conference - FA300226R0030

RFP U.S. Department of the Air Force

Due Aug 26, 2026 · OASIS+ Unrestricted (UR) · NAICS 611512 - Flight Training ($34.0M) · No set-aside specified - exception to fair opportunity (sole source)

A foreign military sales training conference tied to Qatar's MQ-9B program, posted as an exception to fair opportunity under OASIS+ Unrestricted. Sole source notices are not bid opportunities, but they are free market intelligence: this one tells you which firm owns the MQ-9B FMS training relationship heading into the next round. Open the full Snapshot →

IRS Non-IT Consulting BPA - Market Research - RFI1829569

RFI U.S. Department of the Treasury (on behalf of the IRS), administered by GSA

Due Aug 28, 2026 · OASIS+ SB; GSA Multiple Award Schedule (MAS) · NAICS 541611 - Admin & General Mgmt Consulting ($24.5M); 541690 - Other Scientific & Technical Consulting ($19.5M) · No set-aside specified (open to small and other-than-small)

Market research for a non-IT consulting BPA at the IRS, surveying two consulting NAICS with different size standards attached. A BPA is a multi-year annuity for whoever gets on it, and the $24.5M versus $19.5M question decides who is small when it is competed, so answer both parts of the survey. Open the full Snapshot →

Revenue Cycle Modernization and Innovation (RCMI) and CDM Support - HT001126REXXX

RFI U.S. Department of Defense / GSA (on behalf of the Office of the Secretary of War)

Due Sep 1, 2026 · OASIS+ Small Business · NAICS 541611 - Admin & General Mgmt Consulting (size standard not specified) · No set-aside specified (open to small and other-than-small)

Market research for revenue cycle modernization and Charge Description Master support across the military health system, routed through OASIS+ SB. Healthcare revenue cycle is a narrow specialty with few OASIS+ SB holders who can prove it, so a credible response here carries unusual weight relative to the effort. Open the full Snapshot →

DCMA Blue List Program Support Services - S5121A26RE002

RFP Defense Contract Management Agency (DCMA)

Due Sep 2, 2026 · GSA OASIS+ Small Business · NAICS 541611 - Admin & General Mgmt Consulting ($24.5M) · 100% Small Business Set-Aside

A clean 100% small business RFP for Blue List program support at DCMA, competed on OASIS+ SB with a full two weeks of runway past the August crunch. This is the most straightforward small business prime opportunity in the set: one agency, one NAICS, no set-aside ambiguity, and enough time to build a real proposal. Open the full Snapshot →

Logistics and Transportation Support Services - W50S7K26RA002

RFP Department of the Air Force

Due Sep 7, 2026 · OASIS+ 8(a) Pool 20813 · NAICS 541614 - Process, Physical Distribution & Logistics Consulting ($20M) · 8(a) - Fair Opportunity (OASIS+ 8(a) vehicle)

An 8(a) fair opportunity competition for Air Force logistics and transportation support, the third 541614 logistics buy in this week's OASIS+ 8(a) lane. With the longest runway of the three, this is the one to build the real proposal against while using the Coast Guard and Army requirements to sharpen your logistics past performance narrative. Technical Assistance and Support: Safe Streets and Roads for All (SS4A) - 693JJ3-26-RFI-001

RFI U.S. Department of Transportation

Due Sep 14, 2026 · OASIS+ SB Pool 10108 · NAICS 541990 - All Other Professional, Scientific & Technical Services ($19.5M) · Not yet determined - the RFI is explicitly assessing SB, 8(a), WOSB, SDVOSB, HUBZone, or Unrestricted

Market research for technical assistance supporting DOT's Safe Streets and Roads for All grant program, and the single highest-leverage response on this list. DOT is openly using this notice to decide the set-aside across six categories, so a HUBZone, WOSB, or SDVOSB firm that responds with capability plus certification is directly voting on its own competitive lane. Open the full Snapshot →

RFP U.S. Department of the Navy

Due Sep 14, 2026 · No contract vehicle identified · NAICS 541330 - Engineering Services ($25.5M) · Full and Open Competition (Unrestricted)

The week's marquee: a full and open engineering services RFP for NAVFAC Washington's Capital Execution Contract, and the only one of the twenty-four opportunities with no contract vehicle standing between you and the bid. Everything else on this list is gated behind an OASIS+ pool or RS3, which makes CAP-EX the rare case where a qualified A-E or engineering services firm can compete on merit alone, with four weeks to build the proposal. Transformation Cell: CCoE Transformation Support Services - RFI1829643

Sources Sought U.S. Department of the Army

Due Sep 21, 2026 · OASIS+ 8(a) Pool 20406 · NAICS 541614 - Process, Physical Distribution & Logistics Consulting ($20M) · Small Business Set-Aside anticipated, contingent on two or more qualified small business responses

The only Sources Sought in the set, and the one with the longest runway: transformation support services for an Army Center of Excellence, with the set-aside decision hanging on whether two or more qualified small businesses respond. That is the rule of two in plain sight, so if you want this competed as a small business set-aside, the response itself is the lever. Open the full Snapshot →

How to work this list

Triage by document type before reading anything in depth. The nine RFPs (DoD Cybersecurity Support Services, the JCSE telecommunications trainers, Army RS3 business and operations, DTRA arms control, the Coast Guard Small Boat Product Line, the MQ-9B Qatar sole source, DCMA Blue List, the Air Force logistics and transportation buy, and NAVFAC CAP-EX) are live competitions where the clock is running. The 14 RFIs and the single Army Sources Sought are shaping opportunities: lower effort to respond to, but a real chance to influence scope, NAICS, and set-aside before the formal solicitation drops. Several of them are explicitly asking industry to pick the code. The DCSA EEO notice has respondents nominating 561611 against the surveyed 541611, the IRS non-IT consulting BPA is weighing 541611 at $24.5M against 541690 at $19.5M, the Special Air Mission training survey is choosing between 611512 and 611430, and the DHS Office of Health Security notice floats 541690 against 541618. The DOT Safe Streets and Roads for All RFI goes furthest of all: it is openly assessing whether the eventual buy lands as small business, 8(a), WOSB, SDVOSB, HUBZone, or unrestricted. For a repeatable method, see our guide on how to rip through a government RFP in under 10 minutes.

The set-aside spread is narrower than usual. Three opportunities are 100% small business (DCMA Blue List, Army RS3, and the JCSE trainers), three are 8(a) (the DoD cyber follow-on, the Coast Guard logistics buy, and the Air Force logistics and transportation competition), one anticipates a small business set-aside pending the rule of two, two are unrestricted or full and open, one is a sole source, and the DOT notice has not decided. The remaining 13 are market research with no set-aside stated at all. Read that as a week where the socioeconomic lanes are still being drawn rather than defended, which is precisely when responding to an RFI pays.

The throughline this week is the vehicle: twenty-two of the twenty-four ran through an OASIS+ pool, the highest share we have logged in this series. Only the Army RS3 task order and NAVFAC's CAP-EX sit outside it. That concentration is the whole game right now, and it is largely invisible unless you hold the vehicle and watch eBuy day to day. If that's unfamiliar territory, our explainer on federal contract vehicles and our OASIS+ task-order triage guide break down how to position for them. Want this in your inbox every Monday?
