Twenty-eight unique federal opportunities were processed in RFP Snapshot this week, August 17-23, 2026 - each read, structured, and condensed into a downloadable ~4-page Snapshot. Two things stand out. First, the deadlines are brutally tight: the soonest response date in the set was August 20, and 11 of the remaining opportunities close by August 31, which is what a federal buying office looks like sprinting into the end of the fiscal year. Second, the vehicle story is no longer a trend, it is the whole board: 26 of the 28 ran through an OASIS+ pool - the task-order and market-research traffic that is only visible to vehicle holders watching GSA eBuy day to day.
The list below is ordered by response deadline, soonest first. The split is 13 active RFPs against 13 RFIs and 2 Sources Sought, so this week is roughly half live competition and half shaping work. The marquee is the USSOCOM J4 ELMS 8(a) RFP: a multi-scope logistics systems requirement covering ELMS implementation, Inventory Control Point operations, SOFSA inventory management, and property accountability, closing September 4. Jump to any item from the table, or open its full Snapshot for the scope, key personnel, evaluation approach, and dates in one place. New to RFP Snapshot? Market research for technical writing and professional support to the Coast Guard's Maritime Security and Fisheries Enforcement program, routed through OASIS+ SB SIN 10108. USACE Underwater QA Inspections Market Research - RFI1831359
Due Aug 25, 2026 · OASIS+ SB / GSA Multiple Award Schedule (MAS) · NAICS 541330 - Engineering Services (suggested in RFI survey); 541620 also listed as an option. No size standard specified. · No set-aside specified - market research phase
The soonest live close on the list: market research for underwater quality assurance inspections at the Corps of Engineers, offering respondents a choice between 541330 and 541620. Commercial dive and marine-engineering firms should answer today, and the NAICS question is the part worth answering carefully because it sets the size standard on the eventual buy. DOI Records Management Consultant Support Services - RFI1832104
Due Aug 26, 2026 · OASIS+ SB Pool 10101; GSA MAS also applicable · NAICS 541611 - Administrative Management & General Management Consulting; 518210 - Data Processing, Hosting & Related Services · No set-aside specified - market research phase
Market research for records management consultant support at Interior, running through GSA on Pool 10101 with MAS named as an alternate path. The pairing of a consulting NAICS with a data-hosting NAICS signals the government has not decided whether this is an advisory job or a systems job, which is exactly the ambiguity a good RFI response resolves in your favor. Technical Evaluation Support for System Certification - NC3 Enterprise Center (NEC) - RFI1832043
Due Aug 27, 2026 · OASIS+ Small Business (SIN 10206) · NAICS 541330 Exception 1 - Military and Aerospace Equipment and Military Weapons (size standard not stated) · No set-aside specified - market research phase
Market research for systems certification technical evaluation inside the Nuclear Command, Control and Communications Enterprise Center, specifically the Studies and Analytics Division's Systems Certification Branch. The 541330 Exception 1 code and the NC3 mission put this in cleared-engineering territory, so the respondent field is narrow and worth entering if you hold Pool 10206. Open the full Snapshot →

Due Aug 27, 2026 · OASIS+ SB Pool 10809 · No NAICS code specified in the notice · Small Business Set-Aside
Market research for warehousing services in Puerto Rico under the OASIS+ SB logistics pool, already flagged as a small business set-aside at the RFI stage. That set-aside call this early is unusual and useful: it means the competitive field is settled and you are shaping scope, not eligibility. Open the full Snapshot →

Due Aug 27, 2026 · OASIS+ SB Pool 10211 · No NAICS code specified in the notice · No set-aside specified
Market research for GeoBase geospatial support to U.S. Air Forces Europe, routed through OASIS+ SB Pool 10211. With no NAICS stated, respondents have an open lane to propose the code that fits their capability, and GEOINT and installation-mapping firms with OCONUS experience should take it. Due Aug 28, 2026 · OASIS+ SB Pool 10101 · NAICS 541611 - Administrative Management & General Management Consulting Services ($24.5M) · Small Business Set-Aside (contemplated)
A Sources Sought for advisory and assistance services surge capacity at Space Base Delta 1, with a small business set-aside already contemplated. Space Force A&AS work is a growth lane for Pool 10101 holders, and a contemplated set-aside is the government inviting small businesses to prove the Rule of Two, so respond with hard capability evidence. NSTC Future Sailor Preparatory Program (FSPC) Academic Instructor and Tutor Services - N0018926R3110
Due Aug 28, 2026 · SeaPort-NxG · NAICS 541330 - Engineering Services ($47,000,000) · 100% Small Business Set-Aside
The only SeaPort-NxG buy in the set and one of just two opportunities this week that did not touch OASIS+. Note the NAICS mismatch worth raising in questions: academic instruction and tutoring scoped under 541330 Engineering Services with a $47M size standard is an odd fit, and it changes who is eligible to compete. Market research for enterprise strategic communications support to Army Medical Command, surveying both a marketing NAICS and a public relations NAICS. A 100% small business recompete of the ORA systems engineering and technical assistance support at DHS, competed in OASIS+ SB Pool 10101. A 100% 8(a) RFP for program management support across the Coast Guard's CBRN and Countering WMD portfolio. CBRN program experience plus an active 8(a) certification is a narrow intersection, which is good news for the firms that sit in it and a reason for everyone else to look for a teaming seat. Market research for monitoring maritime militia and gray zone activity for the State Department, scoped under a social science R&D NAICS. Due Sep 1, 2026 · GSA Multiple Award Schedule (MAS) · NAICS 561210 - Facilities Support Services (size standard not stated in the document) · 8(a) Competitive Set-Aside
One of only two opportunities this week that did not run through OASIS+, and the week's clearest facilities-support play: nationwide labor services across NARA's Federal Records Centers, set aside for 8(a) competition on MAS. Nationwide scope means staffing depth and geographic coverage will carry more evaluation weight than technical narrative. Open the full Snapshot →
USAF - Strategic Wargaming and Research of Deterrence Support (SWARDS) - RFI1832053
Due Sep 2, 2026 · OASIS+ Small Business (SIN 10408) · NAICS 541690 - Other Scientific & Technical Consulting Services (per MRAS survey); 541330 Exception 1 also listed as a candidate · No set-aside specified - market research phase; the OASIS+ SB vehicle implies small business
Market research for strategic wargaming and deterrence research support to the Air Force, another notice that puts the NAICS choice to industry. Wargaming and strategic analysis is a high-margin niche with a small qualified field, so a strong SWARDS response is disproportionately valuable relative to the effort. Open the full Snapshot →
Mission Information Technology and Analytics Support - 70B03C26Q00000266
Due Sep 3, 2026 · OASIS+ Unrestricted, CLIN 60108 · NAICS 541990 - All Other Professional, Scientific and Technical Services ($19.5M) · No set-aside specified - fair opportunity procedures under OASIS+
The largest unrestricted IT and analytics competition in the set, run as a fair opportunity task order against OASIS+ UR CLIN 60108. Unrestricted means you are competing against full-size integrators, so small businesses should be evaluating a subcontract or joint venture posture rather than a prime bid. Open the full Snapshot →
USAF - Platform One Engineering and Operations Services (P1 OES) - FA8307-26-R-B051
Due Sep 3, 2026 · OASIS+ SB (SIN 10414) · NAICS 541990 ($19.0M); 541511 - Custom Computer Programming ($34.0M); 518210 - Data Processing & Hosting ($40.0M) · Small Business indicated (OASIS+ SB pool); final set-aside not determined
Market research for engineering and operations support to Platform One, the Air Force's flagship DevSecOps platform and one of the most recognizable software brands in DoD. Three candidate NAICS with size standards ranging from $19M to $40M means the eligibility question is wide open, and answering it is the single highest-leverage thing a respondent can do here. An 8(a) RFP for office relocation and reconfiguration services supporting the Logistics Readiness Center at Fort Belvoir. Straightforward, recurring, National Capital Region work is exactly the kind of past performance that compounds, so 8(a) moving and logistics firms in the DMV should treat this as a base-building bid. An 8(a) fair opportunity buy for social media recruiting and retention support to the Louisiana Army National Guard. Due Sep 3, 2026 · OASIS+ Unrestricted (Category 60205 referenced) · No NAICS code specified in the notice · No set-aside specified
Market research for an operational code viewer and beamsteering viewer capability for the Space Force, the most technically specific notice in the set. Early market research for the recompete of the Air Force CNS/ATM portfolio, with the longest shaping runway on the list. Management and technical support to the Strategic Petroleum Reserve Project Management Office, competed under 8(a) fair opportunity with the longest runway of any live RFP this week. How to work this list
Triage by document type before reading anything in depth. The 13 RFPs are live competitions where the clock is already running, and four of them close September 4: USSOCOM J4 ELMS, the GPO acquisition support job, the Holloman courier buy, and the Coast Guard purchase agent requirement. The 13 RFIs and 2 Sources Sought are shaping opportunities - lower effort to respond to, but a real chance to influence scope, NAICS, and set-aside before the formal solicitation drops. Several of them hand you that influence outright: the Army MEDCOM strategic communications notice asks industry to choose between a marketing NAICS and a public relations NAICS, the USACE underwater inspection survey offers 541330 or 541620, the SWARDS notice floats 541690 against 541330 Exception 1, and Platform One lists three candidate codes with size standards spanning $19M to $40M. Answering the NAICS question well is free leverage over who gets to compete. For a repeatable method, see our guide on how to rip through a government RFP in under 10 minutes.
Two flags before you build a pipeline off this list. The Holloman AFB courier RFP is competed in OASIS+ SB Pool 10808 but reads as unrestricted, and the Navy NSTC academic instructor and tutor RFP is scoped under NAICS 541330 Engineering Services with a $47M size standard, which is an unusual fit for instructional services. Both are worth a clarification question before you commit proposal hours, because in each case the answer changes who is eligible to bid. Note too what is absent: there is no SDVOSB, WOSB, HUBZone, or AbilityOne work anywhere in this week's set. The socioeconomic action is entirely in 8(a) - six opportunities, including the marquee - and in the eight small business lanes.
The throughline is OASIS+: twenty-six of the twenty-eight ran through a pool, split roughly 15 through OASIS+ SB, 6 through OASIS+ 8(a), and 4 through Unrestricted, with a couple of notices leaving the vehicle deliberately open. Only the NARA records centers RFP (pure GSA MAS) and the Navy NSTC instructor RFP (SeaPort-NxG) sat outside it entirely. That is the lane where a lot of high-value work lives, and it is largely invisible unless you hold the vehicle. If that is unfamiliar territory, our explainer on federal contract vehicles and our OASIS+ task-order triage guide break down how to position for them. Want this in your inbox every Monday?
