Twenty unique federal opportunities were processed in RFP Snapshot this week, July 20-26, 2026 - each read, structured, and condensed into a downloadable ~4-page Snapshot. Two things stand out. First, the buying window is unusually tight: the soonest live response is the Coast Guard CG-CPM Sources Sought on July 28, and 11 of the 20 close by August 3, so more than half this list turns over inside a week. Second, the throughline is the vehicle: 18 of the 20 ran through OASIS+ pools - the task-order and market-research traffic that's only visible to vehicle holders watching GSA eBuy day to day.
The mix also flipped this week. Recent roundups have been dominated by shaping notices, but this set runs 11 active RFPs against 9 RFIs and Sources Sought, which means the majority of the list is live competition rather than market research. The list below is ordered by response deadline, soonest first. The marquee is FEMA's GPATS single-award BPA: a 100% 8(a) set-aside on the GSA Professional Services Schedule covering the entire Grant Programs Directorate portfolio, closing July 30. Jump to any item from the table, or open its full Snapshot for the scope, key personnel, evaluation approach, and dates in one place. New to RFP Snapshot? Due Jul 24, 2026 · GSA Multiple Award Schedule (MAS) / OASIS+ · NAICS 541330 - Engineering Services (per MRAS survey); size standard not stated in documents · No set-aside specified - market research open to small and other-than-small businesses
Market research for construction management support services at State, covering staff augmentation and additional engineering support. Due Jul 28, 2026 · OASIS+ SB Pool 10101 · NAICS 541611 - Admin & General Mgmt Consulting ($24.5M) · Small Business Set-Aside
The only Sources Sought in the set, seeking program management and analytical support for the Coast Guard's CG-CPM office through the OASIS+ SB management consulting pool. Grant Programmatic, Administration, and Technical Services (GPATS) Single Award BPA for FEMA GPD - 70FA2026R00000007
Due Jul 30, 2026 · GSA Professional Services Schedule (PSS) · NAICS 541611 - Admin & General Mgmt Consulting ($24.5M) · 100% 8(a) Set-Aside
The week's marquee and the only pure GSA Schedule buy in the set: a single-award BPA for grants programmatic, administrative, and technical services across FEMA's Grant Programs Directorate, set aside 100% for 8(a) firms holding an active PSS contract under 541611. The price worksheet is locked at roughly 140,180 government-specified hours per period across 16 labor categories with Senior Program Support Analyst alone at 40,000 hours, so PSS rate competitiveness in that one category will decide the evaluated price, and note that parent, affiliate, and JV experience are all excluded from Corporate Experience. DOE Equipment Management Services Market Research - RFI1825508
Due Jul 30, 2026 · GSA MAS / OASIS+ SB · NAICS 493110 - General Warehousing and Storage (primary per MRAS); 541614 and 333922 also listed as options · No set-aside specified
Market research for equipment management services at DOE and NNSA, with warehousing named as the primary code and logistics consulting and conveyor equipment listed as alternates. HHS CDC ATSDR Public Health Mission Support Services BPA - Market Research - RFI1825265
Due Jul 30, 2026 · Not specified - market research for a future BPA · NAICS 541620 - Environmental Consulting ($19.0M); 541690 - Other Scientific & Technical Consulting ($19.0M); 541380 - Testing Laboratories ($19.0M) · No set-aside specified - multiple socioeconomic categories solicited
Market research for a public health mission support BPA at ATSDR, and the only notice this week with no vehicle identified at all, which means the acquisition strategy is genuinely still open. It surveys three NAICS and asks respondents to self-identify socioeconomic status, so environmental and public-health firms that answer are feeding both the code decision and the set-aside decision. Market research for a gap contract covering mission rehearsal training for Air Force Special Operations Command. Market research for operational support to the Missile Defense Agency, mapped to the OASIS+ SB engineering pool on SIN 10812. Missile defense work rewards incumbency and cleared staff, so engineering firms with MDA-adjacent past performance should respond early to shape the eventual acquisition rather than meet it cold. DHS CBP Engineering, Scientific, and Program Support Services - Laboratories and Scientific Services / Interdiction Technology Branch - RFI1825115
Due Aug 3, 2026 · GSA MAS / OASIS+ SB · NAICS 541330 - Engineering Services (OASIS+ SB SIN 10205 identified; size standard not stated in documents) · No set-aside specified - RFI open to small and other-than-small businesses
Market research for engineering, scientific, and program support to CBP's Laboratories and Scientific Services and its Interdiction Technology Branch. Forensic and lab-science support inside a law enforcement component is a narrow specialty with a short bidder list, so firms with that profile get outsized value from responding. An Air Force BPA bundling program management, construction inspection, and acquisition support under the OASIS+ SB engineering pool. BPAs reward firms that can staff across all three disciplines at once, so the staffing plan and your ability to surge inspectors will matter more here than a narrow technical differentiator. How to work this list
Triage by document type before reading anything in depth. The 11 RFPs are live competitions where the clock is already running, and four of them (FEMA GPATS, TSA license management, DCSA TMSS, and the Coast Guard LRE availability job) close on or before August 4. The 8 RFIs and 1 Sources Sought are shaping opportunities: lower effort to respond to, but a real chance to influence scope, NAICS, and set-aside before the formal solicitation drops. Two of them are openly asking industry to pick the code. The Army USASD human resources notice carries 541612 and 561110 as candidates, and the DOE equipment management notice lists 493110 as primary with 541614 and 333922 as alternates, which is free influence over the size standard you will later be measured against. The CDC ATSDR notice goes further and asks respondents to self-identify socioeconomic status, feeding the set-aside decision directly. For a repeatable method, see our guide on how to rip through a government RFP in under 10 minutes.
On set-asides, this week was almost entirely a small business week. Nine of the twenty carried a small business set-aside outright, two were 8(a) (FEMA GPATS on the GSA Schedule and the Army Fort Dix training support center on OASIS+ Pool 20815), exactly one was full and open (DCSA TMSS), and the remaining eight were market research with no set-aside declared. No SDVOSB, WOSB, HUBZone, or AbilityOne set-asides appeared in this set at all. If you are chasing those specific socioeconomic lanes, the shaping notices are where you make the case, not the solicitations. Our explainers on 8(a) sole source versus competitive and federal contract vehicles cover how to position for both. Want this in your inbox every Monday? Subscribe to the weekly drop.
