Federal Solicitation Roundup: 9 New Opportunities September 28 – October 04, 2026

Nine new federal opportunities were processed in RFP Snapshot this week, September 28 through October 4, 2026, each read, structured, and condensed into a downloadable ~4-page Snapshot. That is down from 12 last week, and it is what the first days of a fiscal year under a continuing resolution look like: FY2027 opened Thursday on a stopgap through December 11 that generally bars new starts, so most of what reached industry was market research rather than funded requirements. Two patterns stand out. First, the deadlines are tight: the Army's JIASASC3 RFI closes tomorrow, October 6, 3 of the 9 close by October 9, and all 7 RFIs close by October 15. Second, the vehicle: 9 of the 9 ran through OASIS+ pools, after 11 of 12 last week. That's the task-order and market-research traffic only visible to vehicle holders watching GSA eBuy day to day.

The list below is ordered by response deadline, soonest first. The mix is 2 RFPs and 7 RFIs, so the shaping work outweighs the bidding again this week. The marquee is DHS's Customer Service Operations (CS-OPS) Support Services RFP: a 100% small business set-aside on OASIS+ SB, due October 21. How to work this list

Triage by document type before reading anything in depth. The two RFPs, DHS CS-OPS and the Minot AFB advisory and assistance services buy, are live solicitations, and both are 100% small business set-asides on OASIS+ SB. CS-OPS is due October 21, so the decision to bid has to happen this week; Minot runs to October 30, which leaves room to recruit. The 7 RFIs are shaping opportunities: lower effort to respond to, but a real chance to influence scope, NAICS, and set-aside before a solicitation exists. Four of them (Coast Guard OT&E, DHA Industrial Hygienist, CISA, and Treasury BFS) name no set-aside, and Coast Guard, CISA, and Treasury are explicitly open to small and other-than-small. Treasury BFS lists three candidate NAICS codes and AFOSI SETA lists none, so both are open doors to weigh in on the right code. Mind the calendar. Three RFIs close by Friday and the other four by October 15, so the market research work is this week and next, not later. Several of these will be won on people: CS-OPS needs customer service operations staff ready on day one, the Coast Guard needs test and evaluation managers, and Vandenberg needs an industrial hygienist who can work on site.
