Federal Solicitation Roundup: 14 New Opportunities October 05 – October 11, 2026

October 12, 2026 · 6 min read

RFP Snapshot processed 14 new federal opportunities from October 5 through October 11, 2026, up from nine the week before. With FY2027 still running on a continuing resolution through December 11, most of what reached industry is market research: 10 RFIs and 1 Sources Sought, against 3 live solicitations.

First, the deadlines are tight. The Coast Guard's Property Management Specialist RFI closes today, October 12, and 6 of the 14 close by Friday, October 16, including the Navy's Portsmouth acquisition support RFQ.

Second, OASIS+ still dominates, but the Schedule is creeping back. 11 of 14 ran through OASIS+ (10 in the SB pools, 1 on OASIS+ 8(a)), after 9 of 9 last week and 11 of 12 the week before. The other three came through GSA MAS only, and two of them are live solicitations. Our marquee is the Navy's five-year SSP executive support RFP on OASIS+ 8(a).

Still open from last week's roundup: DHS CS-OPS (OASIS+ SB, due October 21) and the Minot AFB advisory and assistance services buy (OASIS+ SB, due October 30).

The opportunities

DHS USCG Property Management Specialist Support Services (C5I Business Operations & Services) (RFI1839218)

RFI U.S. Department of Homeland Security / U.S. Coast Guard

Due Oct 12, 2026 · GSA MAS SIN 541611 / OASIS+ SB Pool 10101 · NAICS 541611, Administrative Management and General Management Consulting Services · No set-aside specified

This one closes today, so it is a same-day response or a pass. It is listed on both GSA MAS and OASIS+ SB Pool 10101, which means the Coast Guard has not picked a lane yet and your response can help pick it.

HHS NIH Professional, Scientific and Technical Support Services (RFI1839234)

RFI U.S. Department of Health and Human Services / GSA

Due Oct 14, 2026 · OASIS+ SB (SIN 11105) · NAICS 541990, All Other Professional, Scientific and Technical Services · Not specified; market research open to small and other-than-small

NIH is sizing a broad professional and technical services requirement on OASIS+ SB while still asking whether large businesses should compete. A strong small business capability statement here is a direct vote for keeping it small.

USAF HQ CCC Cybersecurity Information Assurance Support (CIAS) (FA489026R0017)

RFI U.S. Department of the Air Force (via GSA)

Due Oct 14, 2026 · OASIS+ SB (SIN 10414) · NAICS 541990, All Other Professional, Scientific and Technical Services · Not specified; market research open to small and other-than-small

The notice already carries an R-series solicitation number, a sign the Air Force has an RFP in the queue behind this RFI. Cyber and IA shops on OASIS+ SB should treat this as the opening move, not a survey.

NGA Cost Assessment and Program Evaluation (CAPE) Cost Support II (RFI1839378)

RFI GSA on behalf of NGA / Office of the Secretary of War

Due Oct 16, 2026 · OASIS+ SB Pool 10101 · NAICS 541611, Administrative Management and General Management Consulting Services · Not specified; RFI open to small and other-than-small

The "II" signals a recompete, so the incumbent's footprint and staffing are the first things to map. Cost estimating at an intelligence agency is cleared, credentialed work, and the response should lead with both.

NSPIRE Backlog Inspections (RFI1839356)

Sources Sought U.S. Department of Housing and Urban Development

Due Oct 16, 2026 · OASIS+ SB Pool 10209 · NAICS 541350, Building Inspection Services · Small Business (per OASIS+ SB vehicle)

HUD wants help clearing a backlog of NSPIRE property inspections, which is field capacity work where geographic coverage wins. Show inspector headcount and footprint, not just past performance.

Acquisition Support Services, Portsmouth Naval Shipyard (N3904027Q5828)

RFP U.S. Department of the Navy

Due Oct 16, 2026 · GSA Multiple Award Schedule (MAS) · NAICS 541611, Administrative Management and General Management Consulting Services ($24.5M) · 100% Small Business Set-Aside

One of only three live solicitations this week, and it came through GSA MAS rather than OASIS+. The Q in the number points to an RFQ, so expect quote-style evaluation and a four-day turn from today.

Program Management Office (PMO) Advisory and Technical Support Services (RFI1839384)

RFI U.S. Army Corps of Engineers

Due Oct 19, 2026 · OASIS+ SB Pool 10101; GSA MAS SIN 541611 · NAICS 541611, Administrative Management and General Management Consulting Services · No set-aside specified; market research phase

USACE lists both OASIS+ SB and GSA MAS, so the vehicle decision is still open. If you hold only one of the two, say so plainly and make the case for it.

Navy NIWC Fire Protection Engineer (RFI1839101)

RFI GSA on behalf of the U.S. Department of the Navy

Due Oct 19, 2026 · OASIS+ SB (SIN 10205) · NAICS 541330, Engineering Services · No set-aside specified

A single-discipline engineering requirement, which usually means a named key person decides the award. Have a licensed fire protection engineer identified before you respond.

DHS FOIA Processing Support Services (RFI1839381)

RFI U.S. Department of Homeland Security

Due Oct 21, 2026 · GSA Multiple Award Schedule (MAS) · NAICS 541611, Administrative Management and General Management Consulting Services · No set-aside specified

FOIA backlogs are a perennial DHS pain point, and this one is MAS-only, so OASIS+ holders without a Schedule are out. Volume metrics, cleared processors, and surge capacity are what to put on the page.

Recruitment Strategist Support Services (RFI1839371)

RFI U.S. Department of Homeland Security

Due Oct 21, 2026 · OASIS+ SB Pool 10102 · NAICS 541612, Human Resources Consulting Services · Not specified; small business participation under consideration

DHS says outright that small business participation is under consideration, which is an invitation to argue for a set-aside. Human capital firms on Pool 10102 should answer with capability evidence, not marketing.

OSW DIA Mission Services (RFI1839278)

RFI GSA on behalf of the Office of the Secretary of War / DIA

Due Oct 21, 2026 · OASIS+ SB (SIN 11113) · NAICS 611710, Educational Support Services (per MRAS survey); 541611 also identified · No set-aside specified; market research phase

Two candidate NAICS codes with different size standards mean the code itself is still in play. Use the MRAS survey to argue for the one that fits your size and past performance.

USAF Electronic Flight Bag / Mission Mobile Device HERO Evaluation (RFI1839351)

RFI GSA on behalf of the U.S. Air Force

Due Oct 30, 2026 · OASIS+ SB (SIN 10212) · NAICS 541380, Testing Laboratories · Not specified; market research open to small and other than small

HERO testing (hazards of electromagnetic radiation to ordnance) is a niche lab capability with a short list of credible performers. If you have the facility and accreditation, this is a low-competition shaping play.

Passport Services HQ Staffing (19AQMM26R0151)

RFP U.S. Department of State

Due Oct 30, 2026 · GSA Schedule (FSS) · NAICS Not specified in solicitation documents · 100% Women-Owned Small Business (WOSB) Set-Aside

A live WOSB set-aside on the Schedule, and the only WOSB-restricted solicitation this week. The documents name no NAICS, so confirm the code against your WOSB certification before you commit bid dollars.

SSP Office Manager and SES Executive Assistance Support FY27-FY31 (N0003027R4502)

RFP U.S. Department of the Navy

Due Nov 2, 2026 · OASIS+ 8(a) Pool 20101 · NAICS 541611, Administrative Management and General Management Consulting Services ($24.5M) · 100% 8(a) Set-Aside

This week's marquee: a five-year (FY27 through FY31) support requirement for Navy Strategic Systems Programs, competed on the OASIS+ 8(a) pool. Executive support at SSP is a trust and clearance business, so key personnel and transition will carry the evaluation.

How to work this list

Triage by document type. Three are live: the Navy's Portsmouth acquisition support RFQ (100% small business, GSA MAS, due October 16), State's Passport Services HQ Staffing (100% WOSB, GSA Schedule, due October 30), and the Navy SSP executive support RFP (100% 8(a), OASIS+ 8(a), due November 2). Make the bid decision on Portsmouth today. Use the extra runway on the other two to lock key personnel. If you need a fast read, here is how to rip through a government RFP in under 10 minutes.

Treat the RFIs as shaping, not paperwork. Eleven of the 14 are RFIs or Sources Sought, and most name no set-aside yet. NIH, Air Force CIAS, NGA CAPE, and the Air Force HERO evaluation are all explicitly open to small and other-than-small, so a credible small business response is what keeps them small. DIA lists two candidate NAICS codes, so its MRAS survey is a chance to steer the size standard.

Mind the calendar. One closes today, two on October 14, three on October 16, and two more on October 19. Several of these are won on named people (the NIWC fire protection engineer, the SSP executive assistants, the HUD inspectors), so line up talent early with our Recruiter Accelerator and run the pursuit through the Proposal Kickoff Accelerator.

The throughline is still OASIS+, and most of that work only surfaces for holders watching GSA eBuy. Five of the 14 touch the GSA Schedule (three MAS-only, two dual-listed with OASIS+), so check which federal contract vehicles you hold before you write, and see our guide to OASIS+ task-order triage.
