19 new federal opportunities entered the RFP Snapshot library between October 19 and October 25, up from 15 the week before. Three are 8(a) RFPs from NGA, the Army and the Defense Health Agency. The other 16 are RFIs and sources sought, which makes this a shaping week more than a bidding week.
Two patterns stand out.
First, the deadlines are tight. Two DHS RFIs, the PPBE OneStream support notice and FPS personnel security, close today, October 26. Six of the 19 close by October 30, and the first RFP, NGA's KEYSTONE, closes November 4.
Second, OASIS+ carried the whole list. All 19 cite OASIS+, up from 12 of 15 last week and 11 of 14 the week before. Fifteen route through OASIS+ SB, three through OASIS+ 8(a), and the Marshals Service names OASIS+ alongside GSA MAS and HCaTS. Five notices name GSA MAS as an alternate or candidate vehicle.

The opportunities
PPBE Systems Integrator O&M, DHS HQ OneStream Support (RFI1839867)
DHS HQ wants a systems integrator to run and expand its OneStream-based planning, programming, budgeting and execution system, and it named both OASIS+ SB and GSA MAS as candidate vehicles. The response window closes today, so if you missed it, watch for the follow-on notice that settles the vehicle.
Open the full Snapshot →DHS FPS Personnel Security Support (RFI1840017)
FPS is sizing personnel security support under 561611 with 541611 as a secondary code, open to small and other-than-small. It pairs with USDA's personnel security RFI below, so one capability statement can be tuned for both.
Open the full Snapshot →Center for Domestic Preparedness Training Delivery Services (RFI1839900)
FEMA's Center for Domestic Preparedness is scoping training delivery and asks industry directly whether the work suits small business. That question is the set-aside decision in disguise, so answer it with comparable delivery evidence.
Open the full Snapshot →Buckley SFB Industrial Control Technician (RFI1839831)
A single-site industrial control technician requirement at Buckley SFB, Colorado, routed through OASIS+ SB. It reads like a small staffing play, so lead with candidate availability rather than corporate boilerplate.
Open the full Snapshot →SEC Professional Audit and Support Services (SharePoint Access and Security Controls Evaluation) (RFI1839917)
SEC wants an independent evaluation of its SharePoint access and security controls, citing 541219 with 541211 also listed. Audit credentials and independence will matter more than size here.
Open the full Snapshot →Rendezvous, Proximity Operations, and Capture (RPOC) VI (RFI1840013)
The sixth round of NASA's rendezvous, proximity operations and capture work carries the 541330 Exception 1 standard, the highest size ceiling on this week's list. The set-aside is still undecided, so your socioeconomic category belongs in the response.
Open the full Snapshot →USDA Personnel Security Support Services (RFI1840285)
USDA cites 561611 from its MRAS survey with 541612 also identified, and the RFI is open to small and other-than-small. Lead with investigation case throughput and adjudication support past performance.
Open the full Snapshot →DOS Program Management Support Services, L/CA (RFI1839930)
State's Office of the Assistant Legal Adviser for Consular Affairs is scoping program management support. A small-office requirement like this rewards a crisp staffing approach over a long capabilities narrative.
Open the full Snapshot →Human Capital Data & Systems Support Services (HDS-SS) (RFI1839888)
DHS is testing small business capability for human capital data and systems support and identifies OASIS+ SB 11102 without naming a NAICS. That gap means your response effectively proposes the code, so state the one that fits your size.
Open the full Snapshot →KEYSTONE: PEO-S, PSA and PSE Strategic Analysis, Acquisition Planning, and Program Management Support (HM047627Q0001)
NGA's five-year program management and acquisition support requirement needs a Top Secret facility clearance, TS/SCI staff with CI polygraph, and onsite work in Springfield, VA. It runs in two steps, with Step 1 closing on GSA eBuy at 1:00 PM EST on Nov 4.
Open the full Snapshot →GSA OCAS Operator for HUDs Document Scanning Center (RFI1840219)
GSA is scoping an operator for a document scanning center, with two NAICS codes and a $7.0M gap between their size standards. The code you argue for shapes who gets to compete.
Open the full Snapshot →NAVSEA Integrated Material Support, Warehousing and Property Accountability (RFI1840105)
NAVSEA is scoping warehousing and property accountability work and will take responses from OASIS+ SB or GSA MAS holders. Accountable property system experience will separate responses from generic logistics firms.
Open the full Snapshot →Change Management Support, Initial to Full Operational Capability (RFI1839978)
DHS wants change management support to carry a program from initial to full operational capability. No set-aside is named and two vehicles are in play, so this is still a shaping window.
Open the full Snapshot →Data at Rest (DaR)-400 Obsolescence Resolution (RFI1840147)
The Air Force is resolving obsolescence on its DaR-400 and lists neither a NAICS nor a set-aside. Propose the code and size standard you can win under, and back it with hardware sustainment past performance.
Open the full Snapshot →DCSA Training Program and Business Management Support (PBMS) (RFI1840112)
DCSA's Security Training Directorate is scoping training program and business management support, and the RFI collects small business participation data. That data drives the set-aside call, so answer every socioeconomic question.
Open the full Snapshot →T2COM G-1/4 Surgeon Cell Support (RFP1840295)
Medical operations and Soldier readiness planning support at T2COM HQ, Fort Eustis, with a Secret facility clearance required at proposal and award. Questions are due Oct 29 at 9:00 AM ET, and the 60-month period starts Feb 25, 2027 with a one-month phase-in.
Open the full Snapshot →Joint Trauma Education and Training Branch (JTET) Support, Joint Trauma System (A033724)
DHA wants programmatic, clinical, instructional design and operational support to stand up and sustain a new trauma education and training branch. Clinical educators and instructional designers on your bench will carry the technical volume.
Open the full Snapshot →DOJ USMS Distance Learning Services (RFI1840180)
The Marshals Service named three vehicles for distance learning: GSA MAS, OASIS+ and HCaTS. With no set-aside named, which vehicle you hold may matter as much as your size.
Open the full Snapshot →FDA Controlled Purchases of Regulated Tobacco Products (RFI1840005)
FDA's NAICS is in conflict: 424940 in the draft PWS against 541990 in MRAS and eBuy. Flag the conflict in your response, because the code decides which size standard applies.
Open the full Snapshot →How to work this list
- Triage the three RFPs first. NGA KEYSTONE closes Step 1 on November 4 and needs a Top Secret facility clearance; T2COM and DHA JTET both close November 13, and T2COM questions are due October 29. All three are 8(a), so check your OASIS+ 8(a) award before anything else.
- Treat the 16 RFIs and sources sought as shaping plays. Two list no NAICS (Air Force DaR-400 and DHS HDS-SS), FDA's has a conflicting code, and NASA's set-aside is undecided. A strong response to any of them effectively proposes the code and the set-aside.
- Reuse your work across overlapping notices. USDA and DHS FPS both want personnel security support under 561611, and five notices use 541611. One tuned capability statement covers several responses.
- Plan around key personnel. KEYSTONE names a Contract Program Manager and an Acquisition Analyst (Expert) as key personnel. The Recruiter Accelerator and Proposal Kickoff Accelerator turn the Snapshot into job reqs and a kickoff package.
- Check your vehicles. Every notice this week cites OASIS+, and five also name GSA MAS. If you hold only one, the dual-vehicle notices are where to argue for it. Our guide to OASIS+ task order triage walks through a fast first pass.
On OASIS+ this week
