Twelve new federal opportunities were processed in RFP Snapshot this week, September 21-27, 2026, each read, structured, and condensed into a downloadable ~4-page Snapshot. That is down from 20 last week, and it is the fiscal year-end slowdown showing up in the data: with FY2026 closing September 30, contracting offices are busy obligating funds on awards already in the pipeline rather than releasing new requirements, and FY2027 opens Thursday under a continuing resolution through December 11 that generally bars new starts. Two patterns stand out. First, the deadlines are tight: the Coast Guard BOD Professional Services RFI closes today, and 4 of the 12 close by October 5. Second, the vehicle: 11 of the 12 ran through OASIS+ pools, right behind last week's 20 of 20. That's the task-order and market-research traffic only visible to vehicle holders watching GSA eBuy day to day.
The list below is ordered by response deadline, soonest first, with the draft VA TAP solicitation placed last. The mix is 5 RFPs and 7 RFIs, so the shaping work outweighs the bidding this week. The marquee is MDA's MAPSS Facility Lifecycle Management RFP: full and open on OASIS+ Unrestricted and due October 2. Watch for an Army intelligence theme too: INSCOM's FRAME RFI and its G-2 ACES 8(a) RFP landed in the same week. The opportunities
DHS USCG - BOD Professional Services Follow-On - RFI1838117
Due Sep 28, 2026 · OASIS+ 8(a); GSA MAS (multiple noted) · NAICS 541611 - Administrative Management and General Management Consulting Services · No set-aside specified; open to small and other-than-small, socioeconomic categories solicited
Market research for a follow-on to the Coast Guard's BOD professional services work, and it closes today, the day this roundup posts. The notice lists OASIS+ 8(a) and GSA MAS but no set-aside and asks respondents for their socioeconomic status, so even a same-day capability statement counts toward how this one gets set aside.
Missile Defense Agency Advisory & Professional Support Services (MAPSS) Facility Lifecycle Management (FLCM) - HQ0858-26-R-E005
Due Oct 2, 2026 · OASIS+ Unrestricted, Technical & Engineering Domain (SIN 60206) · NAICS 541330 Exception 1 - Engineering Services, Military and Aerospace Equipment and Military Weapons · Full and Open Competition (Unrestricted)
The week's marquee: a full and open RFP for facility lifecycle management under MDA's MAPSS advisory and professional support program, competed on OASIS+ Unrestricted in the Technical & Engineering domain. With proposals due October 2 under the 541330 military engineering exception, this is a compliance sprint for teams already staffed with facilities engineers, not a capture exercise.
HHS IHS - MedKnowledge Drug Information and Pricing Database and Decision Support Tools for RPMS-EHR - RFI1838579
Due Oct 5, 2026 · GSA MAS; OASIS+ SB Pool 10108 · NAICS 541990 - All Other Professional, Scientific and Technical Services · No set-aside specified
The Indian Health Service is sizing the market for a drug information and pricing database, plus clinical decision support tools that plug into its RPMS electronic health record. Dual-listed on GSA MAS and OASIS+ SB Pool 10108, it favors health IT firms that can pair licensed drug content with RPMS integration experience.
DOW - Fleet Vehicle Maintenance - Market Research (PFPA Fleet Vehicle Maintenance Services) - RFI1838347
Due Oct 7, 2026 · OASIS+ Small Business (SIN 10819) · NAICS 811198 - All Other Automotive Repair and Maintenance · Not specified; market research through the OASIS+ SB vehicle
Pentagon Force Protection Agency market research for fleet vehicle maintenance, routed through OASIS+ SB under an automotive repair NAICS. Hands-on maintenance is an unusual fit for a professional services vehicle, so small fleet-services firms that already hold OASIS+ SB should respond to keep the work in that lane.
USAF - MAF Electronic Flight Bag Support - MRAS (Mobility Air Forces Electronic Flight Bag Support) - RFI1838017
Due Oct 7, 2026 · OASIS+ SB Pool 10101 · NAICS 541611 - Administrative Management and General Management Consulting Services · No set-aside specified
GSA is running market research for the Air Force on Electronic Flight Bag support for the Mobility Air Forces. EFB work sits between flight operations and mobile device management, so firms with aircrew SMEs and fleet-scale tablet support past performance have a shaping window through October 7.
INSCOM FRAME: Financial and Resource Analysis/Management and Execution - RFI1838191
Due Oct 8, 2026 · OASIS+ SB Pool 10101 · NAICS 541611 - Management and Advisory Services · Small Business Set-Aside
Army Intelligence and Security Command wants financial and resource analysis, management, and execution support, flagged as a small business set-aside on OASIS+ SB Pool 10101. Expect an intelligence command to want cleared resource analysts, so use the RFI response to prove you can staff them on day one.
Navy CNIC Manpower Review & Realignment: Support of the Shore Manpower Functional Review and Realignment (N11) - RFI1838471
Due Oct 9, 2026 · OASIS+ Unrestricted (SIN 60101) · NAICS 541611 - Administrative Management and General Management Consulting Services · No set-aside specified; RFI open to small and other-than-small
Commander, Navy Installations Command (N11) is looking for support to its Shore Manpower Functional Review and Realignment, currently framed on OASIS+ Unrestricted. The RFI is open to small and other-than-small, so manpower and organizational design shops can use their responses to make the case for a small business set-aside.
DC3 Technical, Analytical, and Business Operations (TABO): Strategic and Foundational Operations (S&F) - FA701426R0044
Due Oct 19, 2026 · OASIS+ SB Pool 10101 · NAICS 541611 - Administrative Management and General Management Consulting Services ($24.5M) · 100% Small Business Set-Aside
The DoD Cyber Crime Center's TABO Strategic and Foundational Operations RFP is a 100% small business set-aside on OASIS+ SB Pool 10101. At October 19 it is the longest small business RFP runway on the board, enough time for real teaming and key personnel recruiting if you start this week.
PEO-FW Emerging Technology Lab II - RFP1823664
Due Oct 26, 2026 · OASIS+ 8(a) Pool 20107 · No NAICS code specified in the documents · 8(a) Set-Aside (OASIS+ 8(a) Pool)
USSOCOM's Program Executive Office for Fixed Wing is competing Emerging Technology Lab II through OASIS+ 8(a) Pool 20107. No NAICS appears in the documents we processed, so confirm the pool assignment before you build the team; 8(a) firms with aviation or rapid-prototyping credentials should read this one first.
INSCOM G-2 Access Control Officer and Escort Support Services (ACES) - W50NH926RA028
Due Nov 4, 2026 · Single-Award IDIQ · NAICS 561612 - Investigation and Security Services ($29M) · 8(a) Small Business Set-Aside
The only opportunity this week off OASIS+: an 8(a) single-award IDIQ for access control officers and escorts supporting INSCOM G-2. Single-award means one firm holds the work for the life of the vehicle, so 8(a) security providers with cleared staff should put this at the top of the November pipeline.
Integrated Data, Engineering, and Analytical Services (IDEAS) eRR - 47QFCA26K0066
Due Nov 23, 2026 · OASIS+ SB Pool 10206 · No NAICS code specified · OASIS+ Small Business (SB)
GSA's IDEAS request for response sits in OASIS+ SB Pool 10206 with the longest runway of the week, November 23. No NAICS is assigned yet, which makes it the week's best chance to shape the code and the scope before anything is competed.
VA Transition Assistance Program (TAP) - Draft Solicitation - 36C10X26Q0099
Due Sep 29, 2026 (draft feedback) · OASIS+ Unrestricted, Management & Advisory Domain · NAICS 541612 - Human Resources Consulting Services ($29M) · Full and Open Competition (Unrestricted)
A draft solicitation for the VA's Transition Assistance Program, competed full and open on OASIS+ Unrestricted in the Management & Advisory domain. Feedback on the draft is due September 29, so this is the moment to flag scope, staffing, or evaluation concerns before the final RFP locks them in.
How to work this list
Triage by document type before reading anything in depth. The five RFPs (MDA MAPSS FLCM, DC3 TABO, USSOCOM PEO-FW Emerging Technology Lab II, INSCOM G-2 ACES, and the draft VA TAP solicitation) are live competitions or near-final ones, and MDA is due October 2, so for that one the job is compliance, not capture. DC3 TABO, PEO-FW, and ACES all have runway into late October and November, which is enough time to build a real team. The 7 RFIs are shaping opportunities: lower effort to respond to, but a real chance to influence scope, NAICS, and set-aside before the formal solicitation drops. Navy CNIC and the Coast Guard BOD follow-on are both open to small and other-than-small, and GSA's IDEAS eRR has no NAICS assigned yet, an open door to weigh in on the right code. For a repeatable method, see our guide on how to rip through a government RFP in under 10 minutes.
Mind the calendar. The fiscal year ends Wednesday, and the first weeks of a continuing resolution are usually quiet for new releases, so treat this lighter week as time to finish the RFIs and start teaming on the October and November RFPs before volume returns. Several of these will be won on people: MDA needs facilities engineers, INSCOM FRAME needs resource management analysts, and ACES needs cleared access control officers. Our Recruiter Accelerator turns each key personnel position into a job description, salary range, and Boolean search strings, and the Proposal Kickoff Accelerator generates the kickoff deck, compliance matrix, and questions for the government.
The throughline this week is still OASIS+: 11 of the 12 opportunities ran through an OASIS+ pool, including six in the SB pools and two in the 8(a) pools. That's the lane where a lot of high-value work lives, and it's largely invisible unless you hold the vehicle and watch eBuy. If that's unfamiliar territory, our explainer on federal contract vehicles and our OASIS+ task-order triage guide break down how to position for them.
